New Horizons for Indian Mining: Lok Sabha Passes Key Bill

On August 12, 2025, the Lok Sabha passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2025 by voice vote, despite opposition disruptions in the House.

The bill significantly expands the mandate and territorial jurisdiction of the National Mineral Exploration Trust (NMET). Under the amendments, the trust will now be empowered to deploy its funds for mineral exploration and development not only within India’s mainland but also in offshore areas and international territories.

To reflect its broadened role, NMET will be renamed the National Mineral Exploration and Development Trust (NMEDT). Another key amendment raises the contribution lessees must make to the trust—from the current 2% of royalty payments to 3%.

The government asserts that these reforms will enhance mineral exploration capacity, promote strategic resource development, and attract increased investment in India’s mining sector.
