Mapping the Future: The Third Mumbai Land Deal

The Maharashtra Cabinet has approved a new land acquisition and allotment policy for the “Third Mumbai” project, situated within the influence zone of the Mumbai Trans Harbour Link (MTHL), popularly known as Atal Setu.

The policy is designed to accelerate urban development and attract investments across the Mumbai Metropolitan Region (MMR). Implementation will be undertaken by the New Town Development Authority along with the Mumbai Metropolitan Region Development Authority (MMRDA) for projects falling within the Atal Setu influence area. The initiative is expected to promote planned urbanisation, boost industrial investment, and enable the development of logistics hubs, residential townships, commercial centres, and supporting infrastructure.

Under the new framework, land can be acquired either through mutual consent provisions under the Maharashtra Regional and Town Planning Act or via compensation mechanisms outlined in the Right to Fair Compensation and Transparency in Land Acquisition Act, 2013.

Chief Minister Devendra Fadnavis, who chaired the Cabinet meeting, stated that the policy provides a clear and structured roadmap for executing the ambitious Third Mumbai project.
