Siang Upper Project: A Strategic Move for India's Northeast

Residents of Pangkang (Kumku) village in Arunachal Pradesh have signed a memorandum of understanding (MoU) with the state government to initiate the Preliminary Feasibility Report (PFR) for the Siang Upper Multipurpose Project (SUMP), located in Boleng, Siang district.

The MoU was signed by village leaders Taba Tamut and Bakin Tali, along with Siang Deputy Commissioner PN Thungon. The signing ceremony was attended by State Minister Ojing Tasing and senior hydropower officials. The SUMP is envisioned to generate clean energy, support economic development, and serve as a strategic countermeasure to China's hydropower projects on the Yarlung Tsangpo River.

A key feature of the agreement is a Rs 5 crore development package spread over three years. Managed by a Village Development Committee (VDC) composed primarily of project-affected families, the package will fund infrastructure improvements, better healthcare access, and livelihood programs.

The project is expected to play a crucial role in regulating river flow—benefiting agriculture, ensuring potable water supply, and maintaining ecological balance across Northeast India.

The MoU also commits to continued community engagement to ensure the project reflects local priorities, while emphasizing the strategic and developmental potential of the Siang River.
