Amaravati's New Deal: Land Policy Boosts Capital Infrastructure

The Andhra Pradesh Cabinet has approved key amendments to the Negotiated Settlement Policy (NSP) to accelerate land acquisition for critical infrastructure in Amaravati’s capital region.

The updated policy addresses delays under the previous framework, which secured only 9 of the required 130 acres in the R1 Zone earmarked for priority roads and utilities. The revised NSP now aims to acquire the remaining 121 acres across 24 villages through enhanced compensation and simplified procedures.

According to the Andhra Pradesh Capital Region Development Authority (APCRDA), the earlier Land Pooling Scheme (LPS) excluded certain village areas and extended habitations. Acquisition under the Land Acquisition and R&R Act, 2013, proved slow. The amended NSP—enabled by Section 124 of the APCRDA Act, 2014—replaces the earlier plinth-area-based model with a land-for-land compensation approach and offers improved financial and resettlement benefits.

Key provisions include doubling the monthly livelihood grant for displaced families to ₹5,000 for 10 years and increasing housing assistance to ₹1.8 lakh. The government expects the revised policy to ensure fair compensation, foster local cooperation, and fast-track Amaravati’s development into a modern, world-class capital.
