In a major step to improve the ease of doing business, the Delhi government has slashed the approval timeline for Consent to Operate for over 65 green category industries—from 120 days to just 20 days.
Announcing the reform, Industries Minister Manjinder Singh Sirsa said that if no action is taken within 20 days, applications will be automatically approved.
“This is a decisive move to dismantle the outdated licence raj and build a governance model based on trust,” he noted.
The change targets non-polluting and low-risk sectors, including:
Apparel manufacturing (without dyeing/bleaching), Ayurvedic medicine production (without boilers), Aluminium and PVC goods, Wooden and steel furniture, Confectionery (using electric ovens), Cold storage, toy assembly, optical goods, soaps, detergents, battery containers, and cardboard units
From August 2025, such industries will no longer require mandatory approvals from the Delhi Pollution Control Committee (DPCC)—a move expected to cut red tape, accelerate MSME operations, and boost entrepreneurial confidence.
“Delhi is open for responsible business,” Sirsa affirmed.
