L&T Fights ₹14,000 Cr MMRDA Bids in SC

Larsen & Toubro (L&T) has moved the Supreme Court challenging the Bombay High Court's decision not to stay the opening of financial bids for two major infrastructure projects worth ₹14,000 crore, initiated by the Mumbai Metropolitan Region Development Authority (MMRDA).

The projects involve the construction of an underground tunnel from Gaimukh to Fountain Hotel Junction and an elevated road along Thane-Ghodbunder Road, both part of Mumbai’s coastal road development plan. The Bombay High Court dismissed L&T’s petitions, stating the company had withheld key information, and allowed MMRDA to proceed with the bid process, with the condition that L&T’s bids be preserved for two weeks.

Represented by senior advocates A.M. Singhvi and Ranjit Kumar, L&T argued it was not informed of the status of its bids despite submitting them on time. The Maharashtra government, represented by Solicitor General Tushar Mehta and senior advocate Mukul Rohatgi, opposed L&T’s plea. The Supreme Court is set to hear the matter on May 23, 2025.
