The Maharashtra government has granted final approval for diverting 4.9 hectares of forest land in Mokhada, Palghar, clearing the way for the Brihanmumbai Municipal Corporation (BMC) to launch its first municipal hybrid renewable energy project at the Middle Vaitarna reservoir.
Stalled for over five years, the project will combine 20 MW of hydroelectric and 80 MW of floating solar power, generating approximately 208 million units of electricity annually. This is expected to save the BMC ₹12.6 crore per year in power costs at the Pise-Panjrapur water treatment plant. Implemented under a Design, Build, Finance, Operate, and Transfer (DBFOT) model, the project will involve no upfront capital expenditure by the civic body.
Awarded in 2021 to a joint venture between Shapoorji Pallonji & Co and Mahalaxmi Konal Urja, the project’s first phase includes a 20 MW hydro unit and a 6.5 MW (AC) floating solar installation. Power will be evacuated via the Maharashtra State Electricity Transmission Company’s network, supported by a new 13-km transmission link to Igatpuri.
As India’s first large-scale municipal hybrid renewable energy initiative, the project is poised to serve as a model for integrating sustainable energy into essential urban infrastructure.
