NTPC REL Bidding Process For Barethi Solar Park

The bidding procedure for the development of a 630 MW Barethi Solar Park substation package has begun at NTPC Renewable Energy Limited (NTPC REL). The project seeks eligible bidders to submit ideas for a Single Stage Two Envelope bidding procedure.

This project's scope of work is wide and encompasses several essential components of the substation's construction. It entails designing, developing, supplying, erecting, testing, and commissioning a 400 kV AIS Park Pooling Station with five AIS Bays. Two 315 MVA, 400/33-33kV type-tested Tie Transformers, as well as accompanying SAS (Substation Automation System) and protection measures, will be included in the project.

The project also includes the installation of a second 400 kV AIS Park Pooling Station with identical characteristics. In addition, two 33 kV Pooling Switchgear units with a capacity of 315 MVA (+10%) will be installed. The goal of the project is to improve the infrastructure by installing a Common Power Plant Controller and completing a Grid Compliance Study for solar plants connected to the Park Pooling Substation. It also comprises the installation of 50MVAR Dynamic Reactive Compensation Equipment coupled with 33 kV Switchgear and different Tie Transformer monitoring equipment.

NTPC REL intends to fund the project using its own funds or through other means. The deadline for interested parties to submit bids is December 6, 2023.

To assure the project's quality and dependability, NTPC REL has established specific criteria for possible bids. Bidders must demonstrate their experience by having designed, supplied, constructed, tested, and commissioned at least one 400 kV or higher voltage class Air Insulated switchyard with a minimum of four bays in operation for at least two years from the opening of the techno-commercial bid.

Furthermore, the bidder's net worth should be at least 100% of the bidder's paid-up share capital as of the previous fiscal year's last day. If the bidder cannot meet this requirement on its own, it can do so by leveraging the strength of its subsidiary(ies), holding company, or subsidiaries of its holding companies, as applicable.

NTPC REL reserves the right to reject any or all offers and to cancel or withdraw the Invitation for offers for any reason. To be allowed for procurement of the Bidding Documents, bidders must additionally submit a signed "Non-Disclosure Agreement" in the prescribed format with their bid.

The bidding procedure also includes requirements that require bidders from countries that share a land border with India to register with the Competent Authority as indicated in the Bidding Documents. Furthermore, bidders with Transfer of Technology (ToT) arrangements involving firms from countries sharing a land border with India, including those from India, must be registered with the same competent authority.

Notably, this registration requirement does not apply to bidders from countries where the Indian government has granted lines of credit or is involved in development initiatives. NTPC REL's project is a key step toward improving India's renewable energy infrastructure.
