The Uttar Pradesh Tourism Department has unveiled plans to establish 800 homestay-cum-B&B units in Prayagraj under the new UP Homestay and Bed & Breakfast Policy 2025, replacing the earlier Paying Guest policy.
This initiative aims to offer pilgrims and tourists safe, high-quality lodging while showcasing local culture and traditions. Regional Tourist Officer Aparajita Singh emphasized, “Pilgrims and tourists visiting the state will now enjoy premium residential options in tourism department-registered homestays and B&Bs.”
The policy distinguishes standards for urban and rural homestays. In urban areas, owners must reside on-site with their families and can rent up to two-thirds of available rooms, ranging from a minimum of one to a maximum of six rooms (up to 12 beds). Hotels and guest houses are excluded. Urban homestays are required to provide breakfast, whereas rural units must offer meals and an authentic rural living experience.
Safety remains paramount; each homestay must appoint a caretaker, install at least three CCTV cameras with a 90-day recording capacity, and equip the premises with fire safety measures certified by the fire department.
