Rajasthan's ₹43,129 Cr Petrochemical Giant Nears Finish Line

The HPCL Rajasthan Refinery Limited (HRRL) project — a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan — is set to be completed next month, according to a senior official.

Located at Pachpadra near Balotra in Barmer district, the ₹43,129-crore greenfield refinery and petrochemical complex will have a capacity of 9 million tonnes per annum (MTPA). HPCL holds a 74% stake in the venture, while the Rajasthan government owns 26%. The facility will produce petrol, diesel, and a range of petrochemical products using advanced, energy-efficient technologies. Crude oil supplies will include 7.5 MTPA transported from the Mundra terminal in Gujarat and 1.5 MTPA from the Mangla terminal in Barmer.

Laid by Prime Minister Narendra Modi in 2018, the refinery is expected to significantly enhance regional development and fuel production capacity. HRRL has also undertaken several community development initiatives, including the construction of a school and a hospital in Sambhra village near Pachpadra.
