The Dholera Deal: Tata’s Semiconductor SEZ is Official

The government has officially notified the establishment of a Special Economic Zone (SEZ) by Tata Semiconductor Manufacturing Private Limited in Dholera, Gujarat, focused on electronic hardware, software, and IT/ITES.

According to the Union Ministry of Commerce & Industry, the SEZ will span 66.166 hectares and is expected to generate around 21,000 jobs. The facility is being positioned as India’s first chip fabrication plant, marking a major step forward in the country’s semiconductor manufacturing ambitions.

The SEZ will support a broad range of activities, including electronic hardware production, software development, and IT-enabled services, along with enabling infrastructure and a dedicated approval mechanism to streamline operations and logistics.

Additionally, the government has amended the SEZ Rules, 2006, through a notification dated June 3, 2025, to better support semiconductor and electronics manufacturing. Key changes include reducing the minimum land requirement from 50 hectares to 10 hectares, easing encumbrance norms, allowing inclusion of free-of-cost supplies in Net Foreign Exchange calculations, and permitting domestic sales in the Domestic Tariff Area (DTA) subject to applicable duties.
