From Oil to Soil: A New Fertilizer Plant Sprouts in Assam

Oil India Limited (OIL) has announced a strategic partnership with the Government of Assam to set up a new fertilizer plant in the state. The announcement was made on July 26, 2025.

The joint venture, named Assam Valley Fertilizer and Chemical Limited (AVFCCL), also includes National Fertilizers Limited (NFL), Hindustan Urvarak & Rasayan Limited (HURL), and Brahmaputra Valley Fertilizer Corporation Limited (BVFCL) as stakeholders. The venture will spearhead the development of the Namrup IV Fertilizer Plant—an Ammonia-Urea complex to be established in Namrup, Assam.

The project aims to boost fertilizer production capacity to meet the region's growing agricultural needs and promote self-sufficiency in fertilizer manufacturing. It also marks a significant step in strengthening Assam’s industrial infrastructure and economic development through collaborative public sector investment.

In a stock exchange filing, OIL confirmed it holds an 18% equity stake in AVFCCL.
