The Andhra Pradesh government has allotted 6,000 acres near Ramayyapatnam Port in Nellore district to Bharat Petroleum Corporation Ltd (BPCL) for setting up a ₹1 lakh crore greenfield refinery and petrochemical complex.
The project, with a planned capacity of 9–12 million metric tonnes per annum (MMTPA), is targeted for commercial operations by January 2029. To facilitate this ultra-mega investment, the state government has extended significant incentives, including:
75% capital expenditure subsidy over 20 years, 100% GST refunds during the operational phase, SGST and IGST/CGST refunds during the construction period, Full waiver of stamp duty and registration charges
BPCL will invest in phases, with total investments expected to reach nearly ₹97,000 crore by FY30.
The project is projected to create employment for approximately 3,400 people during construction and 3,750 during operations. A high-level committee will monitor project progress. BPCL is currently in the process of securing environmental clearances and conducting public hearings as part of statutory compliance.
