On 11 December 2025, Odisha Chief Minister Mohan Charan Majhi launched Chief Minister Adibandh Scheme 3.0, a major irrigation initiative with an allocation of ₹2,738 crore aimed at strengthening the state’s water infrastructure.
Under the scheme, the government plans to construct 3,000 new check dams and restore 2,000 existing ones over the next five years, ultimately improving irrigation across 48,000 hectares of agricultural land.
During the OUAT recruitment fair, the Chief Minister laid the foundation stone for 201 new check dams with an investment of ₹160 crore, and dedicated 101 completed check dams worth ₹70.27 crore. He also inaugurated irrigation projects valued at ₹425 crore and initiated additional projects totalling ₹2,063 crore. In total, these efforts are expected to benefit more than 1.27 lakh farmers across the state.
Speaking at the launch event, CM Majhi stated that Odisha is entering a new era of infrastructure development and highlighted the critical role of engineers in driving the state's progress. He also noted that Odisha is investing over 6.1% of its GDP in capital expenditure—the highest in India—reflecting the state’s strong commitment to growth and development.
