Prime Minister Narendra Modi inaugurated Kartavya Bhavan-03 on August 6, 2025, at Kartavya Path, New Delhi — marking the first completed building under the Common Central Secretariat (CCS) project, a key component of the Central Vista redevelopment initiative.
The state-of-the-art facility will house major ministries, including Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas, and the Principal Scientific Adviser’s office. PM Modi was briefed on the building’s features by Union Housing and Urban Affairs Minister Manohar Lal Khattar and Secretary Katikithala Srinivas.
Replacing outdated structures like Shastri and Udyog Bhawan, the Bhavan spans 1.5 lakh sq. mtrs. with a 40,000 sq. mtrs. basement and parking for 600 cars. It includes 24 large conference halls, 67 meeting rooms, a yoga room, medical centre, and creche, offering a modern, secure, IT-enabled workspace.
Designed with GRIHA-4 sustainability features, the building incorporates solar panels, rainwater harvesting, recycled materials, and zero-discharge waste systems. CCS-1 and CCS-2 are slated for completion by next month, with all 10 CCS buildings expected by April 2026.
The broader redevelopment plan also includes a new PMO, Cabinet Secretariat, and Vice-President’s Enclave, with temporary relocations facilitating ongoing construction.
