The Odisha government is advancing an ambitious plan to position the state as a national leader in the digital economy by 2036, with Bhubaneswar envisioned as a dedicated Fintech City and tier-II cities emerging as new digital hubs.
The initiative aims to decentralise IT-driven growth by developing technology ecosystems in regions such as Cuttack, Rourkela, and Sambalpur, with a focus on sectors including LegalTech, IoT, and data centres. Under the Odisha Digital Economy Mission, the state targets investments worth ₹16.73 lakh crore and the creation of more than 50,000 high-value jobs. A collaboration with Singapore’s GFTN is expected to strengthen talent development and spur innovation in financial technologies.
Vishal Kumar Dev, Principal Secretary of Electronics and IT, noted that these efforts are projected to generate ₹40,000 crore in annual GVA by 2036, supported by the establishment of world-class global capability centres (GCCs) and modern digital infrastructure.
The government also plans to develop five GCC hubs, beginning with the Bhubaneswar–Cuttack–Puri cluster and the Rourkela–Jharsuguda–Sambalpur corridor, to support industries such as metals, mining, and manufacturing.
