HPCL's Punjab Biogas Project: PMC Bids Open!

HPCL Renewable & Green Energy (HPRGE), a wholly owned subsidiary of Hindustan Petroleum Corporation Ltd. (HPCL), has invited bids for the selection of a Project Management Consultant (PMC) to support the development of compressed biogas (CBG) plants at two proposed locations in Punjab.

The tentative sites for the paddy straw-based CBG plants are:

Sangrur I (Makror Sahib)

Barnala Tapa 1 (Jangiana)
These locations are subject to change based on government approvals or land allocations.

The selected PMC should have expertise in residual process design, front-end engineering design (FEED), detailed engineering review, procurement, tendering, construction management and supervision, as well as support for start-up, commissioning, and performance guarantee test runs.

The consultancy scope is divided into two stages. Stage II will commence only after obtaining necessary approvals. HPRGE reserves the right to award Stage II separately upon completion of Stage I services.

Bid submission deadline: 20 June 2025.
