Waste to Watts: HPCL's ₹2,000 Crore Push for 24 New Biogas Plants

Hindustan Petroleum Corporation Ltd (HPCL) plans to invest approximately ₹2,000 crore (around $231 million) over the next two to three years to set up 24 new compressed biogas (CBG) plants across India. The initiative reflects HPCL’s commitment to expanding its renewable energy portfolio and supporting the country’s clean energy transition.

The project will be executed through HPCL Renewable and Green Energy Ltd, a dedicated subsidiary focused on sustainable energy development. According to Mohit Dhawan, CEO of the subsidiary, each of the upcoming plants will have a daily production capacity of 10 to 15 tonnes of CBG, using agricultural waste, cattle dung, and sewage water as feedstock.

This initiative is aligned with India’s national goals to curb greenhouse gas emissions and transition to cleaner fuel alternatives. As part of its broader climate strategy, India aims to achieve net-zero carbon emissions by 2070, with bioenergy playing a vital role in decarbonizing the transport and industrial sectors.

HPCL has already commissioned two CBG plants, and the new rollout marks a major scale-up in its renewable energy efforts. The expansion is expected to enhance rural employment, promote waste-to-energy solutions, and reduce dependence on fossil fuels.
