RECPDCL Invites Bids for 290 MW Solar Power Projects

REC Power Development and Consultancy (RECPDCL) has announced a significant opportunity for the development of grid-connected solar power projects totaling 290 MW across India. Additionally, there is an option for an expansion of another 290 MW. Acting as the bid coordinator on behalf of Prayagraj Power Generation Company (PPGCL), RECPDCL is overseeing the Build-Own-Operate projects, which fall under the Ministry of Power’s Flexibility in Generation and Scheduling program.

The selected bidder will enter into a 25-year power purchase agreement with PPGCL, aiming to replace thermal power in existing agreements with distribution companies. To participate, bidders must comply with various financial requirements, including non-refundable fees such as a document fee of ₹29,500 and a bid processing fee of ₹15 lacs plus 18% GST. Additionally, an earnest money deposit of ₹900,000 per MW and a performance bank guarantee of ₹17.5 lacs per MW are mandatory.

Administrative overheads, totaling ₹100,000/MW/project + 18% GST, will be remitted to RECPDCL upon successful project execution. Projects must conform to regulatory guidelines, and the delivery point for projects outside Uttar Pradesh will be determined by their connection to Central Transmission Utility (CTU) or State Transmission Utility (STU). Solar developers are responsible for transmission-related charges and losses.

The tender allows for block sizes of 5 MW or higher, requiring solar modules sourced from the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers. Various photovoltaic technologies, such as crystalline silicon, thin film, or concentrator photovoltaics with or without trackers, can be employed in the projects.

Bids for this opportunity are being accepted until December 12, 2023, with the opening scheduled for December 15.
