80,000 Crores of Progress: The HRRL Refinery Milestone

Crude oil supply testing at Rajasthan’s first modern BS-VI compliant refinery in Pachpadra, located in Barmer district, has been successfully completed, marking a significant milestone ahead of its formal inauguration.

The refinery, being developed by HPCL Rajasthan Refinery Ltd. (HRRL), is scheduled to be inaugurated on April 21 by Prime Minister Narendra Modi. Trial runs using crude oil transported via pipelines from both the Mangala Processing Terminal in Nagana, approximately 95 km away, and Mundra Port, nearly 700 km from the site, have been successfully carried out.

At present, Cairn Vedanta produces around 75,000 barrels of crude oil per day at the Mangala facility. This output is currently routed to Salaya in Gujarat and supplied to refiners such as Reliance Industries and Mangalore Refinery and Petrochemicals. A government-level memorandum of understanding (MoU) between Cairn Vedanta and HRRL is expected to be signed soon, enabling direct crude supply to the refinery.

The integrated refinery-petrochemical complex will produce cleaner BS-VI grade fuels and incorporate a zero liquid discharge system, underscoring its focus on environmental sustainability. Built at an estimated cost of ₹80,000 crore, the project is expected to significantly boost industrial development and generate substantial employment opportunities in the region.
