Union Cabinet Approves Namrup-IV Fertilizer Plant: ₹10,601 Crore Investment

The Union Cabinet, led by Prime Minister Narendra Modi, has approved the establishment of a brownfield ammonia-urea plant in Namrup, Assam, with an investment of ₹10,601.40 crore. The Namrup-IV Fertilizer Plant will be set up within the Brahmaputra Valley Fertilizer Corporation Limited (BVFCL) premises and will have an annual production capacity of 12.7 lakh tonnes. A dedicated Inter-Ministerial Committee (IMC) will oversee the project's implementation, which is expected to be completed within 48 months.

Proposed in the Union Budget 2025 by Finance Minister Nirmala Sitharaman, this initiative aims to enhance domestic urea production and strengthen the agriculture sector. The plant will be developed under the New Investment Policy, 2012, through a joint venture (JV) with a 70:30 debt-equity ratio. National Fertilizers Limited (NFL) has been approved for an 18% equity stake in the project, with special relaxations under the Department of Public Enterprises (DPE) guidelines.

The establishment of this energy-efficient unit will boost urea availability in the northeastern states, Bihar, West Bengal, eastern Uttar Pradesh, and Jharkhand, reducing import dependence. Additionally, the project is expected to generate significant direct and indirect employment opportunities, contributing to India's goal of self-reliance in fertilizer production.
