VOC Port Restructure: ₹11,700 Cr Core Infra Push Under HAM Model

The Union Government has decided to restructure the ₹17,000-crore Outer Harbour Container Terminal project at Tamil Nadu’s V.O. Chidambaranar (VOC) Port following two unsuccessful bidding rounds over the past two years.

Under the revised proposal taken up by the Union Cabinet, the port authority will fund common civil infrastructure worth ₹11,700 crore using the Hybrid Annuity Model (HAM). Laid in foundation by Prime Minister Narendra Modi in February 2024 to create a major transshipment hub on India’s east coast, the upgraded project will now accommodate ultra-large container vessels of up to 24,000 TEUs—up from the originally planned 18,000 TEUs.
