AP's LPS-II: Capital City Takes Flight

The Government of Andhra Pradesh has officially released guidelines for Land Pooling Scheme-II (LPS-II), aiming to acquire 40,000–45,000 acres to facilitate the expansion of the capital city.

Preliminary steps, including grama sabhas in Tadikonda and Pedakurapadu constituencies, have already been conducted, setting the stage for the scheme’s formal launch. LPS-II is set to drive the development of key infrastructure such as an international airport, sports city, and smart industrial zones.

While concerns persist among farmers who participated in the original Land Pooling Scheme (LPS-I) nearly a decade ago, the government plans to expand into new areas adjacent to the 29 existing capital region villages.

LPS-II retains most of the norms from LPS-I and is structured around voluntary land contributions through mutual consensus. “The land procurement mechanism has been designed as a voluntary scheme based on mutual consensus between landowners and the state,” said Principal Secretary S. Suresh Kumar.

According to the new guidelines:

10% of land will be reserved for open spaces

30% for roads and utilities

5% each for social infrastructure and affordable housing

The remaining land will be divided between landowners and the Capital Region Development Authority (CRDA)

The scheme also includes special provisions for infrastructure-designated zones, underscoring the state’s commitment to planned and inclusive urban development.
