The Haryana government has introduced major amendments to the Haryana Building Code (HBC), 2017, with the objective of enhancing ease of doing business and accelerating real estate as well as industrial development across the state.
Under the revised norms, floor area ratio (FAR) regulations have been liberalized and the process for obtaining occupation certificates (OC) has been streamlined, particularly for commercial and industrial projects. A key highlight of the amendments is the removal of FAR and height restrictions for several commercial developments—including shopping malls, office buildings, and hotels—subject to compliance with fire safety and parking requirements. Industrial units have also been permitted to purchase additional FAR beyond existing limits, while data centres have been allowed FAR of up to 500 percent, a move expected to significantly benefit manufacturing and data centre investments in NCR districts.
The amendments further extend relief to existing developments by permitting additional FAR for certain approved projects. Notably, educational and institutional buildings may now avail up to a 50 percent FAR increase under specified conditions. According to P. Bharathi, Secretary of the Department of Science and Technology, these reforms are aimed at promoting dynamic growth across key sectors of the state’s economy.
