South Korea’s HD Hyundai Heavy Industries has taken a significant step toward setting up a $4 billion greenfield shipyard in Thoothukudi, Tamil Nadu, after signing a memorandum of understanding (MoU) in New Delhi on April 20.
The agreement was signed during the state visit of Lee Jae-myung. It involves HD Korea Shipbuilding & Offshore Engineering, Tamil Nadu’s National Shipbuilding & Heavy Industries Park Tamil Nadu, and the Maritime Development Fund represented by Sagarmala Finance Corporation.
This development aligns with India’s broader goal of becoming one of the world’s top 10 shipbuilding nations by 2030 and entering the top five by 2047. If finalized, HD Hyundai would be the first foreign shipbuilder to establish a shipyard in India, supported by a ₹69,725 crore government initiative to strengthen domestic shipbuilding capacity.
Although the CEO of HD Hyundai was part of the official delegation, the government’s press release avoided naming Tamil Nadu as the project location, referring instead to “southern India” due to Model Code of Conduct restrictions ahead of state elections.
The NSHIP-TN project itself is a joint initiative between VO Chidambaranar Port Authority and SIPCOT. It aims to develop a large-scale shipbuilding cluster in Thoothukudi, with HD Hyundai expected to act as the anchor investor—one of four such clusters planned nationwide.
While the MoU is non-binding, it outlines cooperation in development, financing, implementation, and operations. Officials noted that the National Shipbuilding Mission has already granted in-principle approval, allowing preparatory work to begin. The project is expected to gather pace once the anchor shipyard partner is formally onboarded, with most investment activity driven by that partner.
