On 27 September 2025, Prime Minister Narendra Modi laid the foundation stone and inaugurated development projects worth over ₹50,000 crore, spanning sectors such as higher education, railways, telecommunications, healthcare, skill development, and rural housing.
Key highlights include:
₹11,000 crore expansion across eight IITs—Tirupati, Palakkad, Bhilai, Jammu, Dharwad, Jodhpur, Patna, and Indore—adding 12,000 student seats over the next four years.
A ₹273 crore rail flyover between Sambalpur City and Sarala, and a Semiconductor and ESDM Park in collaboration with IIT Bhubaneswar.
Launch of the MERITE scheme to promote quality and innovation in 275 engineering and polytechnic institutions.
The Odisha Skill Development Project Phase-II, with an outlay of ₹1,979 crore.
Further initiatives include the development of World Skill Centres, the upgrade of five ITIs into "Utkarsh ITIs", and 25 ITIs into Centres of Excellence. The Prime Minister also dedicated ₹90 crore Wi-Fi infrastructure across 130 colleges, benefiting over 2.5 lakh students.
In healthcare, a ₹3,000 crore master plan was announced to upgrade MKCG Medical College and VIMSAR into super-speciality hospitals, aimed at delivering advanced medical services in the region.
