In a bid to accelerate industrial and commercial growth, the Uttarakhand government has removed the mandatory ground coverage cap for commercial plots, now permitting construction on 100 percent of the plot area after setbacks, up from the earlier limit of 75 percent.
The decision was approved during a Cabinet meeting chaired by Chief Minister Pushkar Singh Dhami. The government also cleared amendments to the Uttarakhand Town Planning and Land Pooling Schemes to promote planned urban development and streamline land acquisition for special townships. To further boost tourism, land use norms have been eased to allow resort construction on agricultural land, along with relaxed road width requirements in both hilly and plain regions.
Additional concessions were announced in building bylaws related to setbacks, FAR, hotel height, access road specifications, and stilt parking. The government has also introduced FAR incentives for eco-friendly and sustainable buildings, offering additional FAR for projects incorporating green features such as cool roofs and renewable energy systems, with a special focus on mountainous areas.
