Funding Flows with Focus: Jal Jeevan Mission's New Era

The Union government has extended the Jal Jeevan Mission (JJM) from 2024 to 2028, but with tighter controls on central funding. Only states and projects that strictly follow the programme’s operational guidelines will be eligible for financial support.

“Inadmissible costs—those not aligned with the operational guidelines—will not be funded,” a senior official stated. The mission aims to provide piped water to all 193.6 million rural households in India, with 81% already connected. Moving forward, only projects based on sustainable water sources—such as large lakes and natural reservoirs—and that include provisions for aquifer recharge, greywater management, and rainwater harvesting, will qualify for central assistance.

In a letter dated June 16, the Ministry of Jal Shakti notified states that central grants-in-aid will be released only after approval from the competent authority. Union Jal Shakti Minister C.R. Patil confirmed on June 26 that the Centre is reviewing complaints related to cost escalations. Under the scheme’s 50:50 funding model, the Centre will only bear costs clearly defined as “central liability.”
