Maharashtra's Strategic Push for Maritime Infrastructure

The Maharashtra government has approved the Maharashtra Shipbuilding, Ship Repair, and Ship Recycling Facility Development Policy 2025, aimed at boosting maritime infrastructure and driving growth in shipbuilding and allied industries.

Cleared in a recent Cabinet meeting, with a Government Resolution (GR) issued on 16 May 2025, the policy recognizes the maritime sector’s potential for job creation and investment. It seeks to build essential infrastructure and attract private sector participation. This policy complements the Maharashtra Maritime Development Policy 2023, which focuses on small port development, by specifically targeting shipbuilding-related activities.

Leveraging Maharashtra’s strategic west coast location, the initiative supports new vessel construction, ship repair, and organized recycling of decommissioned ships. It aligns with national maritime goals under Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047.

Three development models are introduced: maritime shipyard clusters, standalone shipyards, and port-based shipyard projects—all designed to encourage private investment. The policy also prioritizes employment generation, SME promotion, R&D, and infrastructure expansion to build a resilient, future-ready maritime economy.
