₹511 Crore Bet: HAL Secures Landmark SSLV Transfer from ISRO

Hindustan Aeronautics Limited (HAL) has successfully won the bid to take over the Small Satellite Launch Vehicle (SSLV) program, marking a pivotal step in the privatization of India’s space sector. The state-owned aerospace major will invest ₹511 crore to acquire full commercial and technical control of the SSLV from the Indian Space Research Organisation (ISRO). The handover is being facilitated by the Indian National Space Promotion and Authorisation Centre (IN-SPACe).

HAL emerged as the highest-ranked bidder, surpassing Adani-backed Alpha Design and Bharat Dynamics Ltd, the other two contenders shortlisted for the contract.

This development signifies the first-ever complete transfer of a launch vehicle program from ISRO to an external entity, making HAL the exclusive owner, operator, and marketer of the SSLV. The agreement includes Transfer of Technology (ToT) rights, granting HAL the authority to manufacture, modify, and commercialize the vehicle independently.

As part of the transition, ISRO will provide two years of strategic support, offering technical guidance in design, systems integration, and vendor development. Post this period, HAL will assume full autonomy over the SSLV program—including design modifications, supplier selection, and operational responsibility.

This move is expected to boost India's commercial launch capabilities, enhance private sector participation, and expand the country's share in the global small satellite launch market.
