Coal Meets Chemistry: BHEL and CIL Forge a New Era with BCGCL

Bharat Heavy Electricals Limited (BHEL) and Coal India Limited (CIL) have joined hands to establish a new joint venture company, Bharat Coal Gasification and Chemicals Limited (BCGCL), for the development of a 2,000-tonne-per-day coal-to-ammonium nitrate plant in Odisha.

The project represents a significant step forward in India’s efforts to commercialise advanced coal gasification technologies and enhance the value-added utilisation of domestic coal resources. A major feature of the initiative is the deployment of BHEL’s indigenously developed coal gasification technology, which will be used at a commercial scale for the first time. The project is expected to demonstrate the viability of home-grown technology for large-scale industrial applications, strengthening India’s technological capabilities in the energy and chemical sectors.

Ammonium nitrate is a critical industrial chemical widely used in mining, infrastructure construction, and defence applications. As India currently relies heavily on imports to meet domestic demand, the proposed facility is expected to contribute significantly towards import substitution, improving supply chain security and reducing dependence on overseas suppliers.

The project aligns with the Government of India’s National Coal Gasification Mission, which seeks to promote cleaner, more efficient, and value-added utilisation of the country’s abundant coal reserves. By converting coal into higher-value chemical products, the initiative aims to support industrial growth while improving resource efficiency and creating new opportunities within the coal value chain.

Beyond enhancing domestic manufacturing capacity, the plant is expected to contribute to India’s broader objectives of energy security, technological self-reliance, and industrial diversification. The venture also underscores the growing emphasis on developing indigenous technologies and strengthening domestic capabilities in strategic sectors critical to the nation’s long-term economic and infrastructure development.
