The Numaligarh Refinery in Assam is poised for a significant expansion, set to triple its refining capacity to nine million tonnes per annum (MTPA) by early 2025. This ambitious upgrade is part of the Numaligarh Refinery Expansion Project (NREP), which entails constructing a new refinery with a six MTPA crude processing capacity at an estimated cost of ₹28,026 crore.
The expansion includes the development of a new crude oil import terminal at Paradip Port in Odisha and the installation of approximately 1,640 km of pipelines to transport imported crude oil to Numaligarh. These pipelines will traverse five states and major rivers such as the Ganga, Jia Bharali, Subansiri, and Brahmaputra.
The refinery, which primarily produces motor spirit (MS) and high-speed diesel (HSD) adhering to BS-IV/VI specifications, will also benefit from an integrated 654 km product pipeline extending from Numaligarh to Siliguri. This pipeline supports the refinery’s marketing terminal for efficient product distribution.
In May 2021, the Assam government increased its stake in the refinery to 26 percent with an investment of ₹2,187 crore. This expansion positions Numaligarh Refinery as the largest among Assam's four refineries, reinforcing its crucial role in the region’s energy infrastructure.
