Punjab Plugs In: 40 MW Canal-Top Solar Powers Up

The Punjab government is set to launch a 40 MW canal-top solar photovoltaic (PV) project, marking a significant step toward enhancing renewable energy capacity while optimising land use. Under the initiative, stretches of irrigation canals will be leased to the Punjab Energy Development Agency (PEDA) at ₹1.5 lakh per MW per annum.

By installing solar panels above canals, the project leverages existing infrastructure without using fertile agricultural land, supporting sustainable development. With over 1,400 MW of installed solar capacity, Punjab is working toward a target of 3,000 MW by 2030, in line with India’s national goal of 500 GW of clean energy.

The project will follow a Build, Own, and Operate (BOO) model under PEDA’s supervision. Power will be sold to Punjab State Power Corporation Limited (PSPCL) at ₹3 per unit, pending regulatory approval. Developers can bid for a minimum of 1 MW capacity.

The Water Resources Department will retain land ownership and levy a 1.5 paise per unit cess on generated power. The project supports the dual use of canal infrastructure, facilitating both irrigation and clean power generation, and serves as a model for innovative, eco-friendly energy solutions.
