Cotton Green’s New Core: The CGO Complex Project

The Mumbai Port Authority (MbPA) has entered into an agreement with NBCC (India) Ltd to plan, design and develop a Central Government Office (CGO) Complex at Cotton Green in Mumbai.
The agreement was executed on 23 December 2025.

This collaboration marks an important milestone in MbPA’s initiative to redevelop prime port land into high-value institutional infrastructure. The project aims to strengthen governance, optimise land utilisation, and support Mumbai’s broader urban regeneration and eastern waterfront development plans.

Under the agreement, NBCC will serve as the project implementation agency on a turnkey basis, undertaking responsibilities ranging from master planning and architectural design to construction, supervision and statutory approvals. The CGO Complex will be developed in accordance with Central Government standards, ensuring transparency, quality and cost efficiency.

The proposed complex is envisioned as a modern, secure and sustainable campus that will consolidate multiple Central government offices at a single location. Its strategic positioning at Cotton Green, supported by strong rail and road connectivity, is expected to enhance administrative efficiency and promote planned urban development. MbPA officials noted that the partnership reflects confidence in NBCC’s proven expertise in executing large-scale institutional projects.
