The Indian government has identified strategic locations in Andhra Pradesh, Tamil Nadu, and Gujarat to establish major shipbuilding and repair hubs aimed at strengthening domestic maritime capabilities.
Thoothukudi in Tamil Nadu is expected to host one of these mega facilities, with an estimated investment of around ₹10,000 crore. South Korea’s HD Hyundai is in advanced discussions with Cochin Shipyard Ltd (CSL) to jointly produce large vessels for intercontinental trade under the “Make in India” initiative.
This development aligns with the Expenditure Finance Committee’s near-final appraisal of a revised ₹18,090 crore shipbuilding financial assistance policy and a ₹25,000 crore maritime development fund—both announced in the Union Budget 2025–26.
Two additional land parcels have been reserved for global collaborations, with companies from the Netherlands, France, and the Middle East showing interest in setting up shipbuilding operations in India.
To boost domestic manufacturing, especially in sustainable technologies like green fuels and offshore wind vessels, the government is also preparing enhanced financial incentives. Direct capital investments are being planned to support essential port infrastructure, including breakwaters and dredging facilities.
