The Rs 61-crore multi-level parking facility at Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, has achieved nearly 70 percent construction progress but remains stalled due to pending environmental clearances.
Originally approved in 2015, the seven-storey project came to a halt in July 2025 after the Chandigarh Pollution Control Committee (CPCC) issued a notice citing the absence of mandatory environmental approvals for the 26,000 sq. mtr. development. The institute is currently working to appoint an environmental consultant to address compliance issues linked to the Air and Water Pollution Control Acts.
According to contractor Rishabh Sharma, most of the structural work has already been completed, while the remaining 30 percent can proceed only after construction resumes. As a result, the original 18-month completion schedule has been pushed back, with officials and contractors now expecting the parking facility, planned to accommodate more than 900 vehicles, to become operational by 2027.
Commenting on the status of the project, Gurvinder Singh Bhatti, Superintending Hospital Engineer at PGIMER, stated that the institute is in the process of issuing a Request for Proposal to hire an environmental consultant, following which approvals for other pending projects will also be pursued simultaneously.
