Goa Mining Revival: Centre Allows Transfer of Forest Clearances

The Union Environment Ministry has clarified that forest clearances (Stage-II approvals) granted to former mining lessees in Goa can be transferred to new lessees. The decision follows a request from the state government seeking guidance on leases cancelled by the Supreme Court and subsequently re-auctioned.

Based on recommendations from its advisory committee and with competent authority approval, the ministry confirmed that new lessees can legally continue mining operations on previously approved land for up to two years from the start of their lease term.

Goa Chief Minister Pramod Sawant welcomed the move, noting it will ease business processes, fast-track the resumption of mining, and contribute to state revenue and job creation.

However, a recent survey by the Directorate of Mines and Geology found that 154 mining leases—primarily in South Goa—fall within eco-sensitive zones, where mining activities remain prohibited.

The Centre’s clarification brings legal certainty for new lessees while ensuring compliance with environmental regulations, supporting both economic revival and sustainable development.
