Bharat Petroleum Corporation Ltd (BPCL) is on track to complete the Detailed Feasibility Report (DFR) for its proposed greenfield refinery and petrochemical complex in Nellore, Andhra Pradesh, by December 2025.
The DFR will outline the project’s configuration, investment outlay, and refining capacity, paving the way for commercial negotiations with international partners. Preliminary discussions are already underway with global investors, including Saudi Arabia, which has previously committed USD 100 billion in India’s energy and infrastructure sectors. Russia and the US have also expressed interest.
The project forms part of India’s long-term strategy to increase its refining capacity from 250 MTPA to 450 MTPA by 2030, in response to rising domestic fuel demand and to position the country as a global refining hub. Land acquisition is currently in progress for the proposed site.
