Stitching a $350B Future: MoT Inks Data Pacts with 15 States

In a step towards strengthening evidence-based policymaking, the Ministry of Textiles (MoT) has signed memorandums of understanding (MoUs) with 15 states on the opening day of the National Textiles Ministers’ Conference 2026 in Guwahati.

The MoUs were signed under the Textiles-focused Research, Assessment, Monitoring, Planning, and Startup (Tex-Ramps) scheme, which aims to improve the coverage, quality, and reliability of textile-sector data and research. The central scheme seeks to strengthen textile data systems across states and union territories, enabling more integrated planning in segments such as handlooms, handicrafts, apparel, and technical textiles.

Under the initiative, the ministry will provide financial assistance through an annual grant of Rs 12 lakh to each state or union territory, along with an additional Rs 1 lakh per district to support district-level action plans.

“This initiative extends its reach to the grassroots level, strengthening regional textile clusters,” the statement said, adding that the effort is aimed at bridging data gaps and supporting the industry’s goal of achieving a USD 350 billion market size.
