The Kerala government has revived the Outer Area Growth Corridor (OAGC), a major urban and industrial development initiative envisioned to support the growth of the Vizhinjam International Seaport and drive long-term economic development across the Thiruvananthapuram region.
The project has advanced following key administrative approvals, with the Local Self Government Department transferring the OAGC master plan to the Capital Region Development Programme-II (CRDP-II) for the incorporation of final recommendations. Once updated, the plan will be submitted to the Finance Department for further approval and implementation.
The revival of the OAGC comes alongside progress on the Outer Ring Road (ORR) project, a critical transportation corridor that will connect Vizhinjam with Navaikulam. Together, the two initiatives are expected to form the backbone of Kerala’s port-led development strategy, improving connectivity and supporting the creation of new economic growth centres.
Planned along a 62-kilometre stretch aligned with the proposed ORR, the OAGC is designed to facilitate planned urban expansion, promote industrialisation, strengthen logistics infrastructure, and reduce congestion within Thiruvananthapuram city. The corridor will feature eight major economic clusters located across key growth centres, including Vizhinjam, Kovalam, Nedumangad, Mangalapuram, and Kilimanoor.
The proposed development framework includes logistics parks, industrial hubs, commercial districts, health tourism facilities, and technology-focused infrastructure such as the Neopolis IT hub at Mangalapuram. These developments are expected to attract investment, generate employment opportunities, and support the emergence of new suburban and industrial centres around the capital region.
The initiative reflects Kerala’s broader strategy of leveraging the operational and economic potential of Vizhinjam International Seaport to accelerate regional infrastructure development, enhance trade and logistics capabilities, and foster sustainable economic growth across the state.
