The long-pending proposal for a Judicial City in Kerala is moving forward, with the state Cabinet granting in-principle approval to establish the project near Kochi.
Planned on a 27-acre plot owned by HMT in Kalamassery, the Judicial City is estimated to cost ₹1,000 crore, including land acquisition and infrastructure development. The proposed complex will feature 61 Court halls, housed across three towers symbolically representing Articles 14, 19, and 21 of the Constitution, with a total built-up area of 1.2 million sq. ft.
To support the initiative, the state government is also exploring avenues for Central funding. The Home Department has been assigned responsibility for overseeing the project’s execution, following high-level discussions held in 2023 between the Chief Minister and the Chief Justice of the Kerala High Court.
A recent site visit by Law Minister P. Rajeeve and senior High Court judges confirmed Kalamassery as the preferred location due to its strategic accessibility and future development potential. The existing High Court complex near Marine Drive has limited space and faces environmental constraints, making further expansion unviable.
