CERC 2025: The New Rules for India's Power Highway

The Central Electricity Regulatory Commission (CERC) has notified the Connectivity and General Network Access (Third Amendment) Regulations, 2025, introducing key revisions to the 2022 framework governing interstate transmission.

The amendment redefines critical terms such as “cluster of ISTS substations” and “connectivity grantee” to enhance regulatory clarity and operational efficiency. It also overhauls bank guarantee structures and sets out detailed compliance requirements for renewable energy projects and energy storage systems.

A significant update is the differentiation between solar and non-solar hours for injection scheduling, allowing transmission planning to better align with the variability of renewable energy generation.

These regulatory changes aim to streamline connectivity processes, improve transmission planning, and support the integration of clean energy into the national grid. The amendment reflects CERC’s efforts to adapt to India’s evolving energy landscape through more robust, flexible, and transparent transmission access mechanisms.
